HISTORICAL BACKGROUND OF US FOREIGN POLICY MAKING AT THE END OF XXth – IN THE BEGINNING OF XXIst CENTURIES

Abstract: this article describes historical conditions and ideological background of U.S. foreign policy making process that influenced greatly on global security issues and creation of the new mechanisms of global system of international relations. It studies a new model of international system which was formed in 1990-s upon the collapse of the USSR where the USA became a superpower without any agreements or legitimized provisions. Historical retrospective method and comparison approach help to explore the doctrinal ground of U.S. foreign policy, to determine common trends and changes of conceptional and theoretic basis, to identify initial elements and its impact on U.S. foreign policy making. Ideological and theoretical basis of US foreign policy in the XXI century were conceptualized in the new foreign policy realities. Globalization became the most important trend to keep American exceptionalism giving a boost to adoption of American values into zones of  U.S. vital interests.
