ORGANIZATION AND IMPLEMENTATION OF LAND ALLOCATION AND HYDRAULIC ENGINEERING WORKS IN THE RESETTLEMENT AREAS OF THE STEPPE REGIONS IN THE LATE XIX – EARLY XX CENTURY

Abstract: the urgency of the stated problem is determined by the fact that in the context of the development of new areas of research on the history of resettlement policy, land use problems and the organization of land management measures, this study allows us to formulate a more objective assessment of the agrarian reforms and the colonial policy of the Russian Empire, to specify specific aspects of the history of resettlement processes in the territory of the Semipalatinsk region. Based on the revealed material, a justified assessment of land allocation is given for the first time on the example of a separate region. Dynamic process of organization and carrying out of land-drainage and hydrotechnical works in the resettlement areas of Steppe areas in the end of XIX – the beginning of XX century is considered. The analysis of materials is given in the context of the socio-cultural specifics of the region, in the conditions of the development of local institutions of power. The materials of the article can be used for further research in the field of the agrarian, social and cultural history of the Russian Empire. The findings of the study allow us to expand the possibilities of analysis and generalizations in the study of the history of Kazakhstan, to better understand the specifics and peculiarities of the development of the regional resettlement policy.
