ADMINISTRATIVE-TERRITORIAL REFORMATION OF SMOLENSKA OBLAST IN THE PERIOD OF PERESTROIKA (1985-1991): PROBLEMS AND PROSPECTS

Abstract: the article is devoted to the problems and prospects of administrative-territorial division, consolidation and divestiture krais, oblasts and regions held in the Soviet Union, for example, Smolensk Oblast. It shows another attempt during the Perestroika period improvements in the administrative and territorial division of the region. In particular, the reorganization of the territory of Pochinkovsky, Roslavlsky, Hislavichsky and Shumyachsky regions, by unbundling and education, new Stodolishhensky and Desnogorsky regions. As a result, a substantial change in the framework of the planned change was giving in 1989 Desnogorsk village status of cities of regional subordination. Changes of  the Perestroika period (1985-1991) are inconsequential and associated mainly with the clarifications of borders of village councils and regions, as well as settlements. In general, the system of administrative-territorial division of Smolensk oblast, formed by the 1980-ies preserved to the present time.
